The Customer Activity Center has a total construction area of approximately 3,032 square meters (2,600 square meters). It includes sports facilities like basketball courts, badminton courts, volleyball courts, table tennis areas, and dance halls. Property services here involve managing venue activities, maintaining shared equipment, ensuring environmental cleanliness, and maintaining order.
**1.2 Service Period**
The service period will last for two years after the contract is signed.

The project will be contracted on a package basis.

This project will not be divided into separate bids.

**2. Qualification Requirements for Bidders**
**2.1 Registered Capital**
Bidders must have a registered capital of no less than RMB 100,000 or its equivalent in foreign currency, based on the exchange rate announced by the Bank of China on the day of document submission.
**2.2 Required Qualifications**
Bidders must meet the following requirements:
- Be an independent legal entity registered under the "Company Law" of the People's Republic of China, with the ability to bear civil liability.
- Provide valid business licenses, organization code certificates, and tax registration documents.
- If the bidder is a branch, a unique authorization letter from the parent company is required.
- Must have the necessary business scope permits for the project and have passed annual inspections.
- Must hold a second-level or higher qualification from a state-owned property service company.
- Must establish a local service support organization in Wuhan within 15 days of winning the bid.
- Must possess a food circulation permit and health license issued by Wuhan authorities.
**2.3 Experience Requirement**
Bidders must have successfully completed similar projects between January 1, 2015, and the bid submission deadline, with a cumulative contract value of at least RMB 2 million. Supporting documents such as contract key pages, framework agreements, and orders must be provided.
**2.4 Financial Requirements**
Bidders must be VAT general taxpayers, with valid tax registration documents.
**2.5 Personnel Requirements**
Bidders must meet the technical specifications of the project.
**2.6 Credit Requirements**
Bidders must not have any of the following issues:
- Being ordered to close down or declared bankrupt.
- Having their license suspended or revoked.
- Facing asset freezes or seizures.
- Committing illegal acts in the past three years or causing public scandals.
- Breaching contracts seriously in the last three years.
- Fraudulently winning previous bids.
- Causing major quality issues in telecom networks.
- Experiencing major safety accidents or communication failures in the past three years.
**2.7 Consortium Bids**
Consortium bids are not accepted. Subcontracting or illegal subletting is prohibited.
**2.8 Conflict of Interest**
Units with the same responsible person or those in a controlling or management relationship cannot bid for the same project.
**2.9 Other Requirements**
All original documents must be available for inspection within five working days after the bid opening. Bidders must respond within 24 hours. Failure to provide required documents may result in disqualification. Any fraudulent behavior will be investigated according to relevant laws.
If the winning bidder fails to meet the qualification requirements, the tenderer reserves the right to terminate the bid and cancel the contract.
**3. Qualification Review Method**
The project will undergo post-qualification review. The criteria are outlined in Chapter 3 of the bidding document. Bidders who fail the review will be rejected.
