**Tender Conditions**
The 2018 emergency repair project of the State Grid Power Supply Branch has been officially approved by the Guangdong Power Grid Bureau under Guangdong Power Grid Co., Ltd. The construction is being carried out by the Guangdong Power Supply Bureau, and the funding comes from a combination of internal company funds and bank loans. The project is now open for bidding, as it meets all the necessary requirements for tendering.
**Project Overview and Scope of Tender**
2.1 **Construction Site**: Dongguan
2.2 **Project Scale**: This project involves the emergency repair of power facilities within the jurisdiction of the State-Owned Branch of the Power Supply of Stones. Due to natural disasters, external damage, or sudden failures, production equipment, power lines, and supporting infrastructure may be damaged, posing risks to personnel safety, grid stability, and equipment integrity. The project includes unplanned emergency repairs initiated by the contractor, as well as urgent projects required to address potential safety hazards or implement countermeasures in the production facilities. It encompasses emergency works launched at the start of the year, mid-year adjustments, additional projects issued by provincial companies, and those issued by the Dongguan Power Supply Bureau.
2.3 **Planned Duration**: From the date of contract signing until March 31, 2019. The actual construction period will be based on the start-up and completion reports. If the new tender results are not released, the current tender results may continue to be used.
2.4 **Scope of Tender**: The project covers emergency repair work for the distribution network of the State-Owned Branch of the Power Supply Bureau, including emergency repairs outside the planned maintenance schedule. The specific scope will be determined by the Qishi Power Supply Substation according to actual needs. In case no unplanned repairs or emergency projects occur during the year, the construction unit will not be required to fulfill the contract. 2.5 **Tender Division**: The tender is divided into one single bid section.
**Bidder Qualification Requirements**
(1) The bidder must have independent legal person status, hold a valid business license, and possess a valid safety production permit issued by the relevant administrative authority.
(2) Qualifications: The bidder must be a qualified general contractor for power engineering construction or power transmission and transformation projects with a grade or higher, or hold a "License for Repairing (Repair or Maintenance) Power Facilities" with at least Class V qualifications for housing and Class V for undertaking.
(3) Project Manager Requirements: The project leader must be a minor project manager or a registered construction engineer with a level 2 or higher qualification. Secondary-level engineers must be registered in Guangdong Province and comply with the regulations outlined in Document No. [2011] No. 81 of Guangdong Jianjian, and must be registered at the Guangzhou Public Resource Trading Center.
(4) The bidder must not have any restrictions on bidding imposed by the local government or by China Southern Power Grid Co., Ltd., Guangdong Power Grid Co., Ltd., or the Dongguan Power Supply Bureau.
(5) Consortium bids are not accepted.
(6) Additional Requirements:
1. The enterprise information registration must be completed at the Guangzhou Public Resource Exchange Center, and the project manager intended for this project must be registered as an employee of the company at the same center.
2. If the bidder (including its principal, agent, or related entities involved in sales, labor services, etc.) has engaged in any illegal activity during participation in bidding or economic transactions within the China Southern Power Grid system, the bidder will be disqualified from participating in future bids for a specified period starting from the date the incident was publicly announced. The exact time frame will follow the "China Southern Power Grid Co., Ltd. Supplier Bribery Information Record and Disposal Methods."
**Acquisition of Tender Documents**
4.1 All bidders interested in participating are invited to collect the tender documents from December 14th, 2017, to December 20th, 2017, between 9:30 AM and 11:30 AM, and from 2:00 PM to 4:00 PM (Beijing Time).
