Tender Conditions
The 2018 emergency repair project of the State Grid Power Supply Branch has been officially approved by the Guangdong Power Grid Bureau under Guangdong Power Grid Co., Ltd. The construction is being carried out by the Guangdong Power Supply Bureau, with funding sourced from both self-owned capital and bank loans. The project is now open for bidding, as it has met all the necessary conditions for the tender process.
2. Project Overview and Scope of Tender
2.1 Construction Site: Dongguan City
2.2 Project Scale: This project involves emergency repairs to power facilities within the jurisdiction of the State-Owned Branch of the Power Supply. Due to natural disasters, external damage, or sudden failures, production equipment, power lines, and supporting infrastructure may be damaged, which can affect the safety and stability of personnel, the power grid, and equipment. The project includes unplanned emergency repairs initiated by contractors, as well as urgent projects required to implement countermeasures or eliminate potential safety hazards in production facilities. It covers emergency tasks launched at the start of the year, mid-year adjustments, additional projects issued by provincial companies, and those issued directly by the Dongguan Power Supply Bureau.
2.3 Scheduled Duration: The project will run from the date the contract is signed until March 31, 2019. The actual construction period will be determined based on the start-up report and completion report. If new tender results are not released, the current tender results can still be used.
2.4 Scope of Bidding: The project involves emergency repair work for the distribution network of the State-Owned Power Supply Branch, including emergency repair and maintenance projects that fall outside the regular repair plan. The specific scope of work will be provided by the Qishi Power Supply Substation according to actual needs. In the event that no unplanned repairs or emergency projects occur during the year, the contractor will not be obligated to perform any work under the contract. 2.5 Tender Division: This project is divided into one single bid section.
3. Qualification Requirements for Bidders
(1) The bidder must be a legally registered independent entity with a valid business license and a valid production safety permit issued by the relevant administrative authority.
(2) Qualification Requirements: The bidder must hold a qualification for general contracting of power engineering or power transmission and transformation projects at level III or above, or a "License for Repairing (Maintenance or Repair) Power Facilities" with Class V qualifications for housing and Class V for undertaking works.
(3) Project Manager Requirements: The project leader must be a person in charge of a minor project or a Level 2 registered construction engineer (Level 2 engineers must be registered in Guangdong Province). They must comply with the requirements outlined in Document No. [2011] No. 81 of Guangdong Jianjian and be registered at the Guangzhou Public Resource Trading Center.
(4) The bidder must not have been penalized by the local government or entities such as China Southern Power Grid Co., Ltd., Guangdong Power Grid Co., Ltd., or the Dongguan Power Supply Bureau regarding restricted bids.
(5) Consortium bids are not accepted.
(6) Additional Requirements:
1. The company must be registered at the Guangzhou Public Resource Exchange Center, and the project manager intended for this project must be an authorized representative registered with the center.
2. If the bidder (including its principal, agent, or any related entity involved in sales, labor services, etc.) has engaged in illegal activities during participation in bidding or economic transactions within the China Southern Power Grid system, the company will not be eligible to participate in future bids for a specified period, as per the "China Southern Power Grid Co., Ltd. Supplier Bribery Information Record and Disposal Methods."
4. Acquisition of Tender Documents
4.1 All bidders interested in participating are invited to collect the tender documents from December 14, 2017, to December 20, 2017, between 9:30 AM to 11:30 AM and 2:00 PM to 4:00 PM (Beijing Time). The same schedule applies throughout the document collection period.
