Recently, the Dongguan City Science and Technology Bureau promulgated the "Dongguan City 2012 LED Industry Development Work Plan (Draft for Comment)" (hereinafter referred to as "work idea"), and publicly solicited opinions from the society. It is worth noting that Dongguan proposed to build five industrial sub-districts, namely the construction of Songshan Lake LED chip industrial park, Songshan Lake LED Equipment Industrial Park, Changping LED Application Industrial Park, Shijie LED Power Industrial Park, and Qingxi LED chip packaging The Industrial Park actively aimed at internationally renowned enterprises for technology investment, and in particular actively participated in the shift of LED industry in Shenzhen. Building the three major industrial platforms, the "Working Vision" also proposes that the LED industrial public R&D platform, public inspection platform and public trading platform will be built to assist the development of the LED industry.

Among them, the Dongguan Institute of Optoelectronics, Peking University relies on the establishment of LED chips and the application of a public R&D platform, which is jointly invested by the municipal government and Peking University, each accounting for 50% of the shares. The main technical backbone team is composed of high-end technical personnel sent by Peking University and imported from abroad. It mainly develops key technologies for LED research and development, and provides public technical services, especially patent support, incubation of high-tech LED companies, formulation of LED product standards, and training of LED technicians. .

It is also inseparable from the four major elements of technology, talent, capital, and market that the development of the LED industry will be established.

On the technical front, the city plans to set up a special fund for the core technology of the LED industry. Each project will be funded for more than 10 million yuan. In attracting talents, Dongguan will rely on the 8-person workstations set up by the municipal government overseas to attract international high-end talents in the LED industry in Europe and the United States. As well as through the provincial talent search company, it recruits domestic professionals for industrial and public service platforms.

"Dynamic LED special funds will be set up from the RMB 2 billion annual special fund for the Dongguan Science and Technology Project."
