Continuing the heat of 2011, the UHV has once again become the focus of attention of the delegates and members of the two National Committees.

In late February, on the eve of the two sessions of the National Committee, the Chinese People's Political Consultative Conference (CPPCC) released a summary of the special research reports of the 39 CPPCC National Committees in 2011. One of the reports, entitled "Report of the National Coordination Group on Investigations in Inner Mongolia," attracted much attention. This report was completed by Wang Gang, member of the Political Bureau of the CPC Central Committee and vice chairman of the National Committee of the Chinese People's Political Consultative Conference. The members of the research group include party secretary of the National Committee of the Political Consultative Conference, Deputy Secretary-General Sun Huaishan and Deputy Director Zhang Guobao of the Economic Committee of the Chinese People's Political Consultative Conference.

The report stated that from July 4th to 9th, 2011, the research group went to the Inner Mongolia Autonomous Region to conduct research on “accelerating the transformation of the economic development mode and promoting the sound and rapid economic and social development”. The research group put forward proposals to support Inner Mongolia in accelerating the construction of UHV transmission channels. As the two National Conferences approached, the UHV has become more and more concerned by all parties.

“What I am most concerned about is a major construction project of strategic importance to the long-term development of Ningxia,” said Xiangzong Xi, member of the National Committee of the Chinese People's Political Consultative Conference and chairman of the CPPCC National Committee of the Ningxia Hui Autonomous Region. This year, he brought six proposals and three conference speeches. One of the proposals was to propose the construction of a UHV transmission line from Ningdong to Zhejiang.

On the morning of March 2nd, 10 members of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) from Shandong Province jointly signed the “Proposal on Accelerating the Construction of UHV Power Grids” on a high-speed train bound for Beijing from Jinan. The sponsor of this proposal is Sun Jiye, member of the National Committee of the Chinese People's Political Consultative Conference and deputy director of the Shandong Provincial Department of Supervision. The reporter was informed that the key proposal of this year's CPPCC National Committee members in Zhulu has locked the “transmission of foreign power into Lu” and proposes the construction of three UHV lines to accelerate the pace of “transmitting foreign power into Lu”. As soon as the train arrived in Beijing on the same day, Sun Jiye submitted the 10-signature proposal to the conference. This is also the first proposal submitted by the CPPCC National Committee.

On the same day, they arrived in Beijing, as well as the Jiangsu delegation to the Fifth Session of the Eleventh National People's Congress. They arrived at the Beijing resident in the afternoon on a G130 high-speed train. Last year, representatives of the Chinese Academy of Engineering and Honorary President Xue Yusheng of the State Grid Electric Power Research Institute put forward suggestions for accelerating the construction of UHV power grids and were concerned by the central leadership. This year, in addition to Xue Xueshi, several NPC deputies from Jiangsu proposed proposals related to UHV, including a suggestion from Song Yulan, the head of the internal insurance team of the Nanjing Public Security Bureau Gulou Branch. Song Yulan once won the title of "National Outstanding People's Police." She said that putting forward this proposal that does not seem to be relevant to his job is just "I hope to push the (UHV) process a bit faster."

According to the statistics of the reporter, representatives and members of about 20 provinces (autonomous regions and municipalities directly under the Central Government) submitted proposals and proposals related to UHV this year. These proposals and proposals clarify the necessity and urgency of constructing UHV power grids from different angles. Many proposals and proposals mentioned the severely-supplied power supply situation this year, arguing that accelerating UHV construction will fundamentally ease this situation, solve the problem of coal and electricity transportation, and change the way of power development based on local balance.

At the two national conferences in 2011, five provinces (autonomous regions and municipalities directly under the central government) including Shanxi, Chongqing, Anhui, Xinjiang and Inner Mongolia incorporated the development of UHV power grids into the local NPC delegation's motion. These proposals are specific to the development of UHV power grids and are specific to the project. They have been listed as the supervision and management proposals of the National People's Congress Finance Committee, and are organized by the National Energy Administration and co-organized by the State Grid Corporation of China.
