4. Bidder qualification and certification

4.1 Bidder Qualification Requirements

4.1.1. This tender requires the bidder to have the qualifications, ability and reputation to undertake the project; possesses legitimate business qualifications, has an independent legal personality, can provide a copy of the business license for annual inspection, tax registration certificate, and organization code certificate. And a copy of the corresponding qualification certificate for production and manufacture of this product.

4.1.2. The bidder’s registered capital shall meet the following requirements: The registered capital of the production supplier shall be greater than or equal to 2 million yuan; the registered capital of the circulation supplier shall be greater than or equal to 1 million yuan.

4.1.3 This project does not accept bids from the Consortium.

4.1.4. In the past, the business process was in good standing and there were no illegal operations and unfair competition practices.

4.1.5. Suppliers are prohibited from participating in bids in the "Suppliers withdraw from Supplier Catalogue in 2017".
