Commercial energy-saving lighting also needs to eliminate electricity price discrimination

Recently, Shanghai's commercial energy-saving and consumption-reducing work has been fully launched, and commercial enterprises that have failed to complete energy-saving technological transformation have started to implement differential electricity prices in 2011.

The industry believes that energy conservation and consumption reduction is self-evident for the meager profit business, but if it can fundamentally eliminate the long-standing "commercial price discrimination" ills, it will undoubtedly make the business energy-saving and consumption-reducing work even better, further enhance business. Company competitiveness.

The phenomenon of excessive commercial high electricity prices has been around for a long time. Almost every year, the "two sessions" will also have a "uniform industrial and commercial electricity price" proposal or proposal, but few provinces and cities can truly achieve this goal.

Wang Yafan, former vice president of China Department Store Business Association, said: "The price of electricity for commercial use is a national issue. This is a regulation issued 10 years ago. It is a continuation of the idea from the planned economic system. Why commercial electricity prices have always been Under the highest planned economy, China has long been in a state of tight power supply, giving priority to ensuring production and curbing consumer demand, and has become an important reason why commercial electricity is much higher than industrial electricity prices. This idea of protecting industrial electricity continues to this day. I don't think it's right, it's a discriminatory feeling."

This kind of "discrimination" undoubtedly increases the operating costs of commercial enterprises. Because from the perspective of power consumption, retail enterprises generally open all year round, especially in order to create a pleasant shopping environment, to ensure sufficient brightness during the business hours, air conditioning to ensure a suitable temperature; to ensure food safety, refrigeration and refrigeration equipment to ensure Continuous operation 24 hours a day, 365 days. The amount of electricity used in major parts such as retail lighting, air conditioning, and refrigeration and refrigeration equipment has accumulated, and the amount is amazing.

According to a recent survey conducted by the China Chain Store & Franchise Association, the national five-category retail industry consumes about 34.3 billion kilowatt-hours of electricity in 2006, which is about 30.8 billion yuan. It accounted for 1.2% of the total power generation in 2006 of 284.34 billion kWh, accounting for 63% of the national nuclear power generation in 2006, which was 54.8 billion kWh. Among the 100 yuan sales power consumption, large supermarkets need a large amount of lighting, air conditioning, refrigeration and refrigeration equipment, the highest power consumption, each generation of 100 yuan sales of electricity consumption 1.77 kWh, if the average per kilowattage of 0.9 yuan, The electricity bill is equivalent to 1.59 yuan. Based on this calculation, a large supermarket with annual sales of 120 million yuan has an annual electricity cost of 1.908 million yuan.

Speaking of "discriminatory" electricity prices, Guo Geping, president of the China Chain Store & Franchise Association, once said: "Our industry has long mentioned applications and requires workers and businesses to have the same price. This is an unfair treatment in our industry. It is best to strive for thoroughness. solve."

The retail industry is a low-profit industry. At present, the average net profit margin of the industry is only about 1%, while the electricity bills generally exceed 1%. With the adjustment of the commodity structure and the improvement of the store environment, the proportion has become larger and larger. To this end, the Ministry of Commerce issued the "Notice on the implementation of "retail energy-saving actions"" to comprehensively start the energy-saving and consumption-reduction work in the retail industry. This energy-saving operation will be based on 10 cities including Guangzhou, Beijing, Shanghai and Chongqing. It is mainly aimed at retail enterprises with an area of over 10,000 square meters, and strives to reduce the energy consumption of retail sales by 20% by 2010 by 2010.

A few days ago, following the Beijing, Shanghai's commercial energy-saving and consumption-reducing work was fully launched. The Shanghai Economic Commission signed 13 energy-saving and consumption-reduction target responsibility letters with 13 key enterprises including Bailian and Guangming Food Group and 19 district and county economic commissions. These companies promised to gradually complete the energy-saving technological transformation of large-scale commercial facilities by 2010; if they fail to complete and the energy consumption level exceeds the relevant standards, from 2011 onwards, the super-energy consumption part will implement the differential electricity price.

The China Chain Store & Franchise Association believes that “saving 1 degree of electricity = achieving 100 yuan sales” will save the cost directly to the profit.

To this end, China's retail enterprises are exploring ways to save energy, especially power saving, such as the separate control of the light strip, the use of frequency conversion technology, precise control of the preparation time for opening, the capping of the refrigeration and refrigeration equipment after business, etc. Means, there are also management methods, no matter which one, it brings obvious energy saving effect.

For example, in order to save electricity, Beijing Cuiwei Building invested 3.53 million yuan in the electronic control system of the combined air conditioning unit to install the frequency converter, and reduced the power consumption by changing the motor speed of the fan, saving about 530,000 kWh per year; Through strict control of the store image cabinet switch light time and the conversion of sound and light control energy-saving lamps in stairwells and underground passages, the annual electricity consumption is reduced by about 120,000 kWh; the investment is 2.89 million yuan to install power saver in the lighting system. Electricity is about 1.16 million kWh.

Yan Xiaoyan, deputy director of the Beijing Municipal Bureau of Commerce, said in an interview that at present, there are more than 100 large-scale shopping malls in Beijing with tens of thousands of square meters, and the energy-saving potential is huge. This year, Beijing will vigorously guide commercial service enterprises to increase energy-saving renovation of water, electricity, gas, wind and other equipment by introducing advanced technology, promoting advanced experience, strengthening supervision and management, and establishing a long-term mechanism. The arrival of the Olympic Games.

The industry believes that energy conservation and consumption reduction can reduce the electricity consumption of commercial enterprises and reduce operating costs. However, from the perspective of the government, it is more important for commercial enterprises to create a fair environment for commercial enterprises and eliminate discrimination against electricity.

In August 2005, the "Several Opinions of the State Council on Promoting the Development of the Circulation Industry" clearly pointed out that efforts should be made to create a fair competition environment for circulation enterprises, speed up the pace of electricity price reform, and actively promote the same price of industrial and commercial enterprises. Subsequently, Shandong Province issued the "Opinions on Further Deepening the Price Reform and Optimizing the Development Environment of the Service Industry", stating that it will gradually deepen the electricity price reform and gradually reduce the electricity price for the service industry. Gradually adjust and simplify the classification of electricity prices, first realize the combination of non-residential lighting, non-industrial and general industrial, commercial electricity, into one category, narrow the gap between service industry and industrial electricity prices, and finally divide the electricity price structure into residential life. Electricity, agricultural production, electricity, industrial and commercial and other electricity prices, so that the service industry electricity and industrial electricity to achieve the same price on the same network.

However, some places such as Shijiazhuang City, although agreeing to reduce the price of electricity used by commercial enterprises, must be used at night to enjoy this preferential policy. “Industrial enterprises usually work overtime at night and consume a lot of electricity; commercial enterprises are just the opposite. So, this policy says that it gives preferential treatment to commercial enterprises, but it is still actually biased towards industrial enterprises.” An industry insider in Shijiazhuang told reporters. .

Perhaps it will take time to eliminate commercial electricity prices and discriminate against the disease nationwide.
